What is Translation Anyway?

Abstract:
There is much euphoria among workers on Natural Language Processing about how machine translation is finally moving away from fifty years of stagnation to become something really useful. Professional translators would surely have difficulty knowing what they were talking about. So, let's go back to first principles and ask how, if you were given a pair of documents, you might go about determining whether one of them was a translation of the other. As far as I know, this question has never been asked before!
